Open Market Operations and Public Debt Department

The Open Market Operations and Public Debt Department is responsible for implementing the monetary policy and managing the public debt issuance in order to contribute to maintaining monetary stability. The department assumes the following tasks:

Making recommendations related to managing the monetary policy by using the available instruments and implementing decisions issued thereunto.

Following up the developments on the monetary and banking positions and the impact of implementing decisions related to the monetary policy. 

Making recommendations related to developing monetary policy and capital market instruments, as well as following up the implementation of decisions issued thereunto.

Extending credits to the government, licensed banks, financial companies, and specialized credit institutions in accordance with the effective regulations, instructions, and decisions.

Re- discounting of bonds, promissory notes, and other credit documents acceptable by CBJ per the effective regulations, instructions, and decisions.

Managing the issuance and service of public debt instruments according to the provisions of Public Debt Law, as well as the effective regulations, instructions, and decisions.

Conducting studies, periodic reports, and statements related to the department’s business.
